ASHFORD MP CALLS FOR BROCK NOT TO BE REINSTATED OVER EASTER

Sojan Joseph, the Member of Parliament for Ashford, Hawkinge and the Villages, is calling on Kent County Council not to reinstate Operation Brock over the Easter holidays. 

Operation Brock – the unpopular contraflow system which was introduced as an emergency measure to calm traffic heading towards the channel in the result of a no-deal Brexit back in March 2019 has been rumoured to return to accommodate vehicles travelling to the Port of Dover over the Easter holidays.
Mr Joseph would like the Port to operate like ‘business as usual’ and not take more bookings than the ferries – or the infrastructure and roads around them – can handle. The Channel Tunnel, which is operated by Getlink, is not currently running at full capacity (estimated around 50%) and is therefore able to manage the flow of traffic leading up towards the border. 
After many meetings with relevant agencies – such as the Kent Resilience Forum – Mr Joseph had been assured that Brock would only be used as an ‘emergency measure’. However, Kent County Council have gone back on this recently – using Brock preventatively over the Christmas period for around three days to manage the extra travel, despite not having a huge increase in bookings for Port of Dover crossings compared to previous years/months, with figures showing that the number of road users was actually higher in the years before the unpopular contraflow was introduced (2017, 2018, 2019) than it has been in recent years.
There is also significant concern given the increased amount of road works to repair the local gas network. As a result, there is currently high congestion around Ashford. The A2070 – Kennington Road – is due to be finished by 9th May and Newtown Road/Crowbridge Road by 31st March. However, given these estimated deadlines overlap with the Easter holidays, there is understandable concern from local residents that congestion will be added to.

“I am urging Kent County Council not to reinstate Brock. This causes a massive amount of inconvenience to my constituents and given the increased congestion around Ashford at the current time, I would urge them not to reinstate Brock. I had been previously reassured that Operation Brock would only be used as an emergency measure, yet this – for the second time in recent months it is being used pre-emptively.  
Looking at the available numbers between 2017 to 2019 – before Operation Brock was first deployed. There were more road users then, and we didn’t need emergency measures. If the Port of Dover and The Channel Tunnel can operate like ‘business as usual’, we should not need to reinstate the contraflow. 
I welcome the Government’s announcement regarding working towards a new long-term, alternative strategy to Operation Brock and I will continue to work with all groups to resolve the issue permanently. I would therefore like to ask the Council to not reinstate it over Easter.”
